About the PR

Fixes #2037

Why / Balance

It is now MUCH easier and more practical to use Dispensers as part of a plumbing network. Also, filters work now.

Technical details

Copilot wrote it because I suck at coding. However, thee broad overview is that plumbing intake now checks through every solution container in a dispenser instead of just the beaker slot so they're all available to the network. For filters, they now function as part of a plumbing network, as before they didn't seem to contain any code to actually move reagents.

How to test

Connect a chem/booze/soda dispenser to a plumbing network and open the valve. Chemicals in the dispenser can now be accessed by the system. Connect a filter to the system and give it some settings. It'll work now.
